As a Minister, Richard is not permitted to sign EDM’s EDM’s have been described as “parliamentary graffiti”. In the past there were relatively few of them and some stood a good chance of being debated in Parliament. In recent years, there have been so many, often on trivial subjects, that their significance and use have greatly reduced their value. |
